If it was such a problem with the killer dowel pin and the timing cover bolt's coming lose. Why didn't Dodge or Cummin have a recall?

A recall has to d be dangerous to your health or fellow motorist.
If the dowel pin fell out during the 100,000 warranty then Dogde\Cummins would fix any damamage or replace the engine.
It's not hard to do just time consuming.*
The best way to do the seal put the spacer on front side and place cover face down and tap the seal in from the back side. Using *large socket.

That would fall under a "warranty campaign", not a "safety recall". The Cummins engines in our trucks have no Cummins warranty like a Cummins engine in another application usually does. Dodge/Chrysler negotiated this with Cummins. All engine warranty is covered by Dodge/Chrysler and Dodge/Chrysler chose not to be pro-active about the KDP or the 53 blocks cracking. From what I understand, Cummins took care of, or warrantied, these issues in other applications.

How many people have actually seen the dowel pin come out to?

I've tabbed 5 dowel pins in 5.9's and only saw one that was out of its bore slightly. It didn't want to come out but easily tapped back into its bore. My 1995 in my sig is still not tabbed and I'll be doing it this spring......hopefully it's still in it's home.*

The overall number is low in the Dodge warranty world.I personally never saw one under 100k.Most owners would never have a clue other than an oil leak.

When this problem came to lite guys got to fixing it BE-fore it was a problem for them. There was a lot that done the repair with the JIG kits that was available, rather than do a tear down and do it right.

The '97 that I bought had a broken case from KDP escape. Ah the simpler days, no codes, big gaping hold in gear case black oil spewing all over and crud up to your shoulders. The help from TDR members walking a newbie thru it, damn I'm ready to crack a beer just reminiscing.

I hear Mike W in the background clearing his throat.

I did the tear down method and fixed mine about 2001. I did not want to use the jig. Shortly after the kits became available but we still had to buy individual parts then. Geno's caught on pretty quick though.
I don't believe it is a problem in the 24 valves, I think the problem was identified, and repaired by then, but someone else may want to speak up.
Mine was not ready to move and had not by that time.

How do you do it right

MLee's saying the "right" way is to pull the cover and tab it. He's referring to the "jig repair". Back in the day someone developed a jig to drill the gear case and put a screw in that would keep the pin from coming out. Nothing wrong with this method. As long as the pin was still in, it would definitely keep it from coming out. LOTS of trucks were done this way. There were KDP events where they would basically have a rally and do many trucks at one time in one day. Jig kits were passed around from member to member. Here's a couple of pics:
