So I tightened the stock governor springs, and the results were interesting. The best way to describe it is it seems like I've extended the fuel cut off process, rather than delay it. It still pulls hard to 2500 rpm (it always did) then it starts to cut out between 2500 and 2700, although not fully. It still pulls between 2500 and 2700 but I only get 19 psi of boost and 1100 degrees EGT. With little or no load it will go to 2900. Before I tightened the springs it would pull to 2500 and then cut off rapidly, although I could still get to 2700 if it wasn't under much of a load. Also brought the idle up to 900 rpm, from 750, and I can't seem to get it to come down. I've given the idle screw one full turn, and it's only brought the idle down about 50 rpm.
