HELP SPARKS ARE FLYIN! what is this blue box?

Well Ive been reading where a few people been have wire harness catch fire in the dash well I t hit me... I was complaining that my wipers and blower motor were intermediately quiting I also started smell a slight hint of burning wires... Thats exactly what it was... . I pulled the battery cable and opened the plastic cover around the column and the RED and Blue wire were melted together and only maybe 2 or three strands of wire was feeding the dash components including the blower motor the harness plug assembly was totally melted..... I spent the whole part of the day rigging it so I can at least drive it. . luckily I had the right wire ends at home but like I said the housing was so burnt I had to shrink tube about 6" of the two wires and hot glue the terminals in the housing..... It was from using the tilt wheel You can see when you lower the wheel the harness gets pulled on pretty hard... ... Now I thought I was reading somewhere that there was a recall or TSB on this issue does any one know if thats true??
 
I can't find a TSB or recall on the issue, although there probably should be. Very dangerous.

I set my tilt steering the day I brought the truck home and haven't touched it but 2 or 3 times since. Stories like this are why.

Yeh go Figure I like The wheel low but then I cant get out:-laf I guess I better call the dealer Monday and see what the damages are going to be... .
 
Seems to me you're pretty handy with wiring. Why not fix it yourself and know it's done right?

I was actually thinking a new harness because this one is way to short... even if I just replaced the housing it would eventually do the same thing again...
