2nd Gen Non-Engine/Transmission wont run past 2000 rpm?

A friends truck 2002 runs along at but willnot go past 2000 rpm. So he shuts it down and restarts and the problem go's away untill next time and yes he did change the fuel filter.

Any and all comments appreciated.

Check for codes. Could be the APPS or possibly the VP44.
