changed the fuel filter last night and it won't crank. took the bango bolts loose and made the pump run by hitting the switch. no fuel comes out but the pump runs. my conclusion is the lift pump, allthough it was running fine before the filter change. any ideas, guess, or opinions?
 
Your '99 and my '98 have the same filter arrangement.

The way I do it is; I remove the old filter and replace it with the new one, empty of fuel. Then I loosen the 1/8 inch plug closest to the injector pump. Real loose. Then bump the starter fairly hard with the key. The pump should run over 20 seconds. 2 bumps and fuel should squirt out the loose plug. Tighten it up and it should start.
 
Mchaney, did you just turn on the key or did you bump the starter, bumping the starter will signal the lift pump for like 26 seconds, that should pick the fuel up, I would loosen the banjo bolt on the inlet to the vp-44 and then bump the starter, when you get fuel there than tighten banjo down (carefully) bump it a couple more times and then crank er up..... hope this helps... ... ... ... . i filled the housing with fuel an bumped the starter to make it go thru the 26 sec. cycle. i did this over and over for about 2 hours. i did it with the brass plugs loose and with the bango bolts loose. then i did it with the bango bolt out. no fuel. so this am after i found the pump at the cummins dealer across town for 145 [dodge wanted 400 but didn't have one "have to order it"] i went and got it and it primed up pdq and cranked. while it was down last night i cleaned th IAT and since cranking the check engine light is on. what up wit dat?
 
Changed mine last night. Same problems... I tried everything. Filled the canister with everything tight, bumped the starter to engage lift pump, Cranked for about 2 times and nothing. I did crank for about 15-20 seconds each time. On the 3rd time I said that this is it, if it don't start I am in trouble, and as soon as I released the key it started. I didn't let it settle in between starts, I tried it for about 15 sec's and let off the key. Sit for about 5 sec's and go again. That is what I did. Scared me though.....
