Changed oil today and broke seal on OEM filter dropped it down and it was full of oil. Pulled FS2500 filter housing full dont know and cant figure how yours is down and mine is not unless the FS has something to do with the stopping of the siphon.

Lack of ambient air pressure and gravity at your altitude doesn't allow the siphon to start. The oil tends to float instead of sink. ;)

When I change the oil and filter on both my trucks (01 and 04. 5) I always find the filter about 2/3 full. But I always drop the hot engine oil and let the truck sit overnight. The pulling down of the engine oil is a normal phenomenon with these engines. I assume that draining the oil with the filler tight and the dipstick seated helps this oil drain happen. I would also assume that (if someone is bored) you could loosen the filter every morning before startup just to check the oil level. Maybe top the filter off every morning just to make sure that your million mile engine has no dry startups. I am being sarcastic now. .
 
I agree, too much concern on this issue. Fleetguard directions (on new filter) tell you to precharge the filter with oil. Do it over and over as the media just sucks it up. It takes three or more shots until the level stabilizes. Once the media is soaked the amount of air space is small (perhaps 2 ounces). Not enough to be concerned about at start up. Based on what I'm seeing, the filter on my truck will be "half full" at every cold start but it is actually 7/8 or more full if you count the saturated media. One thing about loosening the filter while hot. This may make it easier to remove but breaking the seal stops the siphoning. Likely mess when you drop it down. I will say, it takes some oomph to get that cold filter moving. Next oil change I'll try backing backing it off hot just a bit, hopefully maintaining the seal, see what happens.
 
When I recently changed oil, I noted a comment on the Mopar filter box to the effect that it had an "improved anti-siphon design" Perhaps what everyone is experiencing are characteristics of different filters?

The FS is on the lower passenger side on the frame about mid door. Its lower than the OEM. One line for the FS comes off of the top of the OEM filter housing (its the input to the FS) and the return line from the FS to the motor is on the rocker cover above #6 drilled and tapped a hole.
