No,I do not remove any parts to get to the anti-tamper screw.I replace it with a button head cap screw (black finish) blends in great.Almost looks OE

:confused: Many years ago Joe D installed a #11 plate for me. My engine would rev to 2900 or so straight out of the factory, so I don't see why not. A little later I installed a 3 GSK which gave me another 300 rpm and had no issues.
 
I got the #11 plate in....definitely more power and the engine seems to rev faster. I might have to play with the star wheel as I leave a cloud of smoke behind me. I haven't given a full throttle run yet but my boost only goes up to 26 psi at 3/4 throttle...

did you install the boost fitting?

Yes, though routing the rubber boost hose was interesting as the supplied fitting put the nipple at a 90 degree angle where as the original hose was straight up. There wasn't a way to do it without introducing some significant bends.
 
Finally gave it the full boot....getting right at about 30 psi and didn't get above 850 egt....guess I cant ask for more than that!
 
What Bob said, parts have been left that should have been removed or they're not adjusted properly.
Make sure you get all the thin shims out. Make sure you have the one-piece base in first, then the big spring, the next spring, and then one more spring. Leave the little spring out. It is the only difference between a 3K and a 4K kit. Then put the top retainer in and screw the retainer nut in until you feel the first, weak click. Turn it in 3 more clicks and try it.

I'm getting ready to install a 4k GSK into my 96 12v and the instructions say to not take out the large outer governor spring. It says leave the large spring and shim/s. It says to only remove the inner springs, inner shims, and lower spring seat. Is this accurate?

Ask yourself "would the maker give faulty instructions for his product?".
