The Difference between Continuous/Marine Ratings

I don't know how many states have a seperate enviro police, but New York State has environmental police that have supreme power.
While doing errands after work today, I witnessed a STOP of a waste oil truck by one of these boys. A first for me- usually they're in the woods, harassing gas stations, or the like.

I looked for a second or 10, noticed the cop looking around under the midship area. I went and did my banking and postal business. I came back a good 15 min later, and he was still cooking. Driver sitting in the cab, face in his hands.
I had to go up that street they were on, so as I was rounding them, I saw it. The Red Mountain opacity tester. Same one I use at work. This poor guy was getting puffed right then and there. In the middle of a residential block.

write the cop a ticket for illegal parking. blocking a sidewalk. i hate cops.

When I first showed, he was behind in the street a'la typical, but I saw a school bus trying to get through and he was blocking the exit to the lot. That was how he dealt with that.
I'm almost inclined to call the company and find out what the wind up was.
 
Great example of why I would NEVER live in Cali, or New York. However, I fully support states rights to do this, and live with the consequences.Unfortunately, the states will go broke doing this kind of regulation and the get the feds to bail them out, which I don't support.
 
Bob don't know if it's true but you can deny being tested.

I don't think that would fly,all the ones I have run across are in the middle of the block where there are no legit exit routes and are manned by CHP and I beleive carb employees doing the testing

A. It turns out these checkpoints are completely voluntary, Edward. The state Bureau of Automotive Repair contracts with the CHP to conduct these checkpoints to collect emission data for future auto standards, CHP Officer Stacy Willits said.
“There's absolutely no problem for a driver to refuse to participate and drive away – the exact opposite of a DUI checkpoint,” Willits said.

to know,but of course all my vehicles are bone stock and compliant............wink wink
 
I think things may be a little different between a California checkpoint "hosted" by an agency without power of arrest vs. a traffic stop in New York by an actual officer of the court/LEO.

That said, about the only "out" I can think of as a universal is refusing to participate in the testing process: You can test my truck, but I'm not sure you can *make* me operate it for your testing...and for someone operating another man's truck, I'm not sure that's worth the effort (as appears to be the case in the OP).
