Without knowing why you are pulling the pan and the miles on the new unit... I am guessing preventing it from failing completely when needed the most.
"I’m going to have to get a new pan and bolts." Wouldn't this be covered under the rust through or other portion of the manufacturer warranty? I suggest one could push the issue even if you have to remove the pan and bolts just for maintenance and it hasn't rusted through yet. Dealer, Sales, and Ford directly. Sometimes they make changes when they find out the bean counter is costing them too much in warranty. Fleet managers beat up sales over excessive repair costs and sales goes back to the OEM over things like this. Early front end trouble with GM pickups and getting a 'discount' on new ones over it comes to mind.
