NO.......The NOx is measure and the volume of DEF is increased, weather its 18% or 32.5% or 10%. When you tow you use more fuel the DEF injection rate increases because your using more fuel more NOx created by the usage increase the DEF volume.
When I had the Ammonia sensor I had to be more careful on the % concentration rate. because that sensor suck, it cause all kinds of problems , it was next to impossible to calculate PPM NOx on Ammonia presents. IMO ,Now its X amounts of NOx measured at 2 Sensors = X amount of DEF injected. In the 4 years I had that sensor it trigger that code a 2-3 times, Some owners had all kinds of problems with that sensor... I support its removal and its NOT necessary.
The system adjust the Volume to the NOx level, If you leased the fuel Analyzer You would see their is always leftover Ammonia Just like you smell it. You rarely smell Ammonia at 20% concentration, Have you ever follow a loaded semi in -20F You can smell the wasted DEF. (At Hwy Speeds)
I don't have any answers concerning questions, but just more questions. On my 2013 obviously I can tell the usage of the DEF increases under a load, why does my truck when under load and when the DEF approaches the empty level and the warning of the 250 miles till speed reduced message appears shortly there after I will get a CEL telling me to service DEF system. I can refill the DEF and half a dozen key cycles later all warnings go away. I have always assumed that issue was due to the level being so low that the concentration was off maybe from evaporation, but I have never worried much since it goes away. This would lead me to think that there is something measuring concentrations.

I’ve never seen wi tech. My dealer is very unfriendly. My Chrysler scan tool experience ends at DRBIII. I’d love to spend a weekend with wi tech though.Nothing but the best (witech 2) for Stan.

I sure do wish they made them a little more affordable. The pod isn't bad but they get you coming and going on the subscription.
