Not let’s be fair... that’s the filter that was on the truck when he bought it. And really how long have we known that oiled filters smoked engines?

Honestly, it is an old, well known issue. If I look at a used truck with a buddy, the first thing I look for is a K&N sticker and/or aftermarket element.

BUT I do hate it that your friend might have such a problem, for sure.

Shy a decade ago people here told me not to use an oiled Aftermarket filter on a Cummins.
So yes, its not a new thing, but still today people show up with this killer.
I used this filters to in the past, with gas engines, there is even a small benefit in power using it - on a Turbo Diesel there is no the slightest benefit from it, instead it harms the engine badly - even more in an dusty environment.
A city slicker can use it quite long till it got bad, a cowboy in wyoming maybe just a couple months.
 
Never buy a truck with an oiled filter. Oiled aftermarket air filters are the worst thing you could possibly due to your engine. The stock intake is more than adequate and actually filters the air. If you pop the hood and see an aftermarket intake, find another truck, there are PLENTY out there to choose from.
 
If you need more air flow, use the Fleetguard drop in replacement that's used in 6.7L.
With my minor mods I was able to pull the stock paper element down into the "Replace" indicator. The thicker filter took care of that but it has to be the Fleetguard. A brand new Wix would pull down.
 
I’m trying to remember all the details on ccv plumbing...could the oil change place have broken or dislodged part of the oil separator or crankcase breather plumbing while changing the fuel filter?
Maybe they used the wrong (too thin) oil by accident?

My first thought when someone says oil coming out of the breather is overfilled and then it turns to fuel dilution or just overfilled. That doesn’t sound like his problem.
