Need new transmission

I have a 2001 Dodge Ram 2500, 5.9 with a Suncoast 47RE Transmission. It is not shifting from second into third unless you completely let off the pedal. It shifts perfectly into all other gears though. Any suggestions?
 
As always I offer these as suggestions and hope not to throw randomness out there, usually someone will see some of this and correct if any is way off base or in a really bad order.

From what I recall that the 1-2-3 shifts are all pressure controlled so could be a few things to think about.

The FSM does have a trouble shooting tree but there also is some references to a second book in the FSM, someone was going to purchase that one and report back but I must have missed if that was worth the $ and if it actually added value to these kind of issues.

Check for stored codes, they don't always set a CEL. Could be some good info stored to let you further diagonse. If no codes related to the Trans then that could be a clue in of its self at times.

Check your Gov pressure with a decent gauge, OTC makes a nice Transmission Pressure gauge kit for under $60, has a 0-100 and 0-400 gauge sets with nice hoses.

TV cable adjustment again this can be set to the factory adjustment some go a bit over. Can refer to FSM for that

Gov Pressure transducer, this reports the pressure back to the computer also has the trans temp sensor internal to it.

8 pin connector on trans need to check for loose or bad connections. There are only a few controls to the trans, a few are Overdrive and Torque Converter Clutch related then a few are for the Gov Pressure and Trans Temp. The speed sensor is external on the side. Sometimes you can get some fluid in the connector from like an oil leak or something. Or if this happens when in the rain.

Gov Pressure Solenoid issues. Have to do some digging in how to properly diagonse a bad solenoid there is a 47RE ATSG book that goes over some ways to specifically check for shiffing issues to rule out some issues.

If I recall unplugging the 8pin will push the Gov pressure high. There is a process for this and you most likely need a gauge and compare the computer readings to the pressure on the gauge. Its checked in drive but not driving from what I recall. Should maybe not start with this one.....

Guess I forgot but assume you did these, basics fluid level at operating temp in N.

Correct fluid type per Suncoast. (Not sure some builds suggest DEX3, standard builds any ATF+4 is always a standard great fluid.)
 
Check the TV return spring at the Transmission, it's outside at the TV-Lever.
Sometimes this rots of or get lost, then the TV sticks at full throttle and wont come back on its own or just very slow.
If you dont find a spring outside the transmission - then its missing.
