Surging at idle

2015 Ram 2500 6.7 automatic
My truck has started surging at traffic lights on occasion. I change the fuel filters and it goes away for about a week or two. I have a new turbo actuator and the truck is completely intact with a Bully Dog tuner.
I’m leaning towards failing lift pump.
Any other ideas?
I got a fuel pressure gauge kit ordered.

This is a classic FPA sticking on the CP3. Add some lube to the fuel and see if it helps. If so replace just the FPA. It could also be high injector return rate.
