Turbo line part help

Low boost but no diesel break. Mechanic is saying needs a new turbo. I have no codes. I also have alpha OBD and check codes there but still no codes. Anything else to check before I change turbo?
 
Probably just the VGT actuator. How old is your truck and how many miles? City Diesel makes a better than stock actuator that doesn't require calibration like the stock actuator does.
 
Sometimes they throw code but not always. The normal indication of the failed actuator is the lack of an exhaust brake. If you were at 100K I would say replace the actuator, at 300k it is a harder choice since it is possible worn vains caused the actuator to fail.
