Based on the design of these tow hooks it’s very unlikely that the bolt could be tight and the hook loose.

Look at the bolt head, does it look OEM or aftermarket? The new bolt is only a tiny bit longer than the OEM one.

If the bolt is torqued properly, 200 ft/lbs, then the tow hook itself is probably installed incorrectly and not being secured by the bolts. Without putting a torque wrench on the bolt there isn’t a good way to know if it’s tight enough thou.

There are several things to check out before buying a longer bolt.
 
Conclusion; if the tow hook rattles it is loose, if the bolts are tight it wouldn't rattle.
No matter how long the bolts are.

UNLESS the bolt used has too long of a shoulder!!!

Which could be the result of several things

1) the wrong bolt being packaged in the kit from the supplier

2) the right bolt being packaged in the kit but then dropped or lost and replaced with the wrong bolt by the installer

3) The installer not properly using the supplied washers allowing the nut to be tightened fully against the bolt shoulder but NOT against the bracket or tow hook itself.

NOT saying this is what happened ... Just saying these are possibilities that could result in a loose bracket but a tight bolt.
 
Lots of good info. Will let you know if I can find the proper bolts today. Then there will be no excuse for them to not get it right. Plus I can show them this thread. TDR is such a good resource. Thanks to all
 
And yes the bolt was not fully tight. You have to put a wrench on it duh guy that tightened it proper today said it was a royal pain to get to. Probably why it was not tight. 13 btu ac unit installed 1650 watts start up on high with soft start and Honda 2000 gen start up full on ac 625 w and 325 -350 w running don’t believe what people tell you need a bigger gen
 
I have one on my 3500 its a CURT unit. Installed the same brand unit on my new 2500 last week. They do come with their own bolt kits. I use them to haul my bike rack when pulling my fifth wheel RV only.
