If your wanting to build a 24v using a 12v block, yes you can, 12v blocks have different threads for sensors so a adaptor is needed.

99 to I believe 04 F-250 SD, Brazil only came with 4BT's. the belt routing decal on my F-450 shows a belt routing for 3.9 (4BT). One decal for all engines that came in SD, F-250 to F-750.

I understand a thicker head gsk if you deck the block but most go with a .020 over gsk, your the first I've heard of using a .050 over gsk.
I don't fly cut the piston I use a piston notching tool I got from Isky years ago, I just got a smaller cutter for 5.9 size valves.

If it's leaking down that sounds like the actuator diaphragm has a hole in it. Can you hear air coming out around the shaft, if so you need a new actuator.
+.050 head gsk, WOW! Have my short block together but need to check piston height then set the head on and check valve clearance.
If they're to close I may notch the pistons to keep compression up.
