It could be the egr valve isn't closing all the way or the actuator is drawing too much power to move. The P0489 code is for too much current to move the valve piston or the piston not returning to the fully closed position. The P042E code means the valve is stuck open and the ecm sees an...

What's the code it's throwing? Chances are it's the actuator bit if the code shows a short then it could be a wiring issue instead.
