I would tell you how but '98s are different from earlier models. What I can tell you is that it is no big deal, most important thing is to fill the filter with fuel before starting the truck. This can be done by pouring it in before installing or by opening the bleed screw and pumping the manual primer on your lift pump until your thumb is raw, a broom handle works well. Don't buy your filter from the dealer, you will get ripped off. I use Wix fuel filters, they are the same as Fleetguard, just painted over, found that out after leaving the OEM filter in a solvent tank overnight. Get a Dodge manual.
