Hello from sunny Southern California. Well my 1992 D250 Cummins won't start. When you turn the key on the buzzers and lights all come on but when I go to the start position nothing happens. I put in a new neutral safety switch on the trans but that did not help. Any ideas on this situation would be welcome.

Do you hear a click when you try to energize the starter? There are fuses to the starter relay, could be a fuse, could also be the relay or the starter solenoid. A volt meter would be helpful in troubleshooting the problem. bg

There is a click but it's not when trying to start. I turn the key on and all the buzzers and lights come on and it sounds like the intake heater is heating even though it is 70 degrees here today but when I turn to the start mode nothing happens. No click or anything. Are there other fuses then the ones under the steering column?

I have two manuals, one is for 91 and other is for 95, it doesn't show a fuse for the 91, the one showing for the 95 is probably a fusible link. bg

No, it won't start but the starter turns the engine ok. I saw a wiring diagram that showed a fusible link, but I am not sure where that would be.

The Fuse link's are on the driver's side fender well look for the black wire that comes off the Battery it will go into a Junction out of that Junction is the fuse link's test them with a test light or pull on them from the outside they may look good but on inside they melt and burn out .

Id say its a fusible link , how ever id try the old hamer trick to make shure , give the starter a good healthy smack!!!
just in case the Amature or windings are going bad . Id also check to make shure all connections are tight ., Did you try the truck in N have you checked for power at the starter with a test light ?

Have you checked the FSS wiring? If those connections are loose that could cause the problems you are having. There should be two wires connected to the FSS. I had this happen to me on several occasions before I finally figured what the problem was.

Lets back up the engine will turn but no fire ? sounds like a bad fusible link thats cutting power to the engine / switch its self , if you put a hot wire to the fuel sylinoid and the starter turns it should fire,
