I’m not a expert on second gen trucks (I had a 12V many years ago). Loss of boost pressure could be a wastegate issue. Not the same issue but I had to pull out my wastegate a couple of years ago because I couldn’t develop boost under acceleration. The actuator shaft was sticking and binding holding the wastegate open. Cleaned it, cycled it and a little lube and I was back in business.

Worth a look.

Does it still loose boost when you don't use WOT? How much boost are you seeing before it drops and causes smoke?

Your boost elbow should be fine then. Even if your waste gate was wide open you would still have some boost. Make sure your intake system is fine from the turbo to the filter, including the filter. It almost acts like you have something loose, with a flapper that sucks shut or the intake tube is collapsing. Do you have an exhaust brake?

As a guess, either spring broke or diaphragm in the WG actuator has ruptured. If it will run fine under 25 psi boost with no smoke or problems then it is highly likely the actuator is FUBAR. Even a plugged intake will not drop boost like that.
