I am going to guess the dealer can change it back up into the 80's.The promaster can be adjusted easy enough,both are sold here and in the eu where lower speeds are required to be programmed in.I did a fleet of motorhome conversions-they were required to be set at 65mph.

Approximately 2650 in 7th. I had to wait to answer your question until I had it out on the highway. The OP's friends van would have the 5-speed auto and slightly different gearing with the 3.0l.
