201-203°F is NOT normal for a 68RFE running unloaded, on level ground, at highway speeds. Something is wrong. Maybe not dangerously / blatantly wrong, but nevertheless abnormal.

How about at high altitude in mountains with some steep grades and possbily TC unlocking? Not sure about that as it should not at a steady speed but OP did not detail speeds yet.

No one has detailed actual conditions when they saw the reported temps. As was pointed out then dismissed, air flow is a BIG contributor to cooling as is air density. Given the new trucks will run as high as 215 ECT in certain conditions it is not unusual to see the reported temp of around 200. As OP said dealer claims it is good and they have to do the warranty work so not sure there is anything TO fix yet.

OP, have you checked the bypass after getting everything warmed up? All lines in and out of bypass warm? Air to fluid cooler warm?
 
I would like to add.....I too am at reasonably high altitude (usually commuting between 5600-7000 ft) and frequently go up steep grades.....but I don't think my trans has ever even reached 180 in these conditions when I'm not towing. In fact, it seems that when I am towing that it rarely reaches 200.

With that said, the details and conditions of OP's drive are important, and make an internet diagnosis difficult.

The op states it never made 180 for the first 30 miles, then made 197. If there was an unladen cooling issue I'd expect to see higher temps earlier on. I'd be looking at terrain and elevation.
