95 powerstroke only goes 50mph

seen it yesterday

Ok guys, I got one for you. I've got a 95 ford powerstroke rollback that will only go 50 mph top speed. I don't know if it is governed like the Uhaul trucks are or if something is wrong. Anyone know how I can tell or anything to look for?
 
A good friend had a '97 powerstroke which would only do about 15 MPH for the first mile of so each morning; then it would be fine till the next cold start.

I was driving him crazy and he was about to go to blows with the local dealer and a couple others. They could not fix it even though they did a transmission replacement with a rebuilt.

He solved the problem by trading it in.

I don't think this guys gonna go for that idea, he said this thing needs some "performance"! I'd say @ 50mph top speed.
 
Shoot guys, turns out this is a bigger F-series and it has the 5. 9 cummins. I assumed it was a powerstroke when the guy said it had problems:-laf So I checked it out, it sounds good and will rev fine up to 2000rpm, then it stumbles and stutters above that, so I'm sure thats why it will only go 50 (plus its an automatic). Any ideas on what would cuse this? Timing? or is the pump maybe going?

As far as filters, used to run a Deere 4010 diesel. Had a really dirty filter one time and it ran horrible. New filter cured it.
