2nd Gen Non-Engine/Transmission 96 ram keeps blowing 10amp fuel fuse in interior fuse panel

96 ram stock 286000k, new fuel shutoff solenoid&relay keeps blowing 10amp engine fuse in the interior fuse panel. blows fuse when solenoid is in or out of the truck, but is not a dead short, sometimes the fuse last an hour sometimes 3 seconds. thanks for any help.
