The problem is that it may have been updated by a dealer to the newer style cable. There was a problem with the older style cables fraying, much like the original throttle cables 94-97... they'd fray/unravel a little, then stick in the liner and not move very easily, resulting in stuck cables. ON the throttle cable, it was a common problem, especially on automatic trucks, that took a little more pressure to move the throttle linkage as well as the kickdown cable..... I'd suggest posting a photo of it. It either looks like the picture I posted with the white lever, or it has a black push-button release like the one above listed on Fleabay. Get me a pic, and we can find you one. If it's like the later style, I may have one off a '98. There are also aftermarket parts available, such as:

Realize, these transmission casing and valve bodies are very similar to the gas engine sisters.... from about 1972 to 1998.... They work identically. And not to be a jerk about it, but I've been working on these dodges for over 20 years, and can easily find something to retrofit or repair existing problems like this. I sometimes do it everyday for weeks on end. I can understand a guy being defensive about his work; I know I am. I'm proud of what I have done, usually...... but if he can't find a simple solution to your problem, I question his ability to repair your transmission. It's HIS JOB to find you parts and make the repair, and now he's got you chasing parts for him? That's not how it supposed to work.... Just my opinion.... I've got plenty. They're free. Probably only worth that much.....
