If you have a low pressure side fuel leak the truck should still briefly fire until the fuel is explelled on the high pressure side then it will stall and be difficult to start. If it is leaking down on the high pressure side it would be difficult to start from the get go. Even if the grid heaters are inoperable the truck should still be trying to fire but will be rough running the first few revolutions. I know Iowa can get some cold weather so the colder it is the rougher the start with no grids, but it should still fire. My family has a few old 12 valves on the farm with no cold start aids and they will start reliably down to around 0F. Much below that and they need plugged in.
 
I have a DDRP, like Nick says. It's lasted something like 6 years flawlessly, whereas I was replacing a Carter every 9 months or so. There are other options as well. Personally, I'd also suggest relocating the lift pump down to the frame by the tank, it won't have to suck fuel up from the tank.
 
FASS seem to be pretty reliable. I like the looks of the BD diesel lift pumps but no experience with them. Air Dog has been really questionable the last few years so I'd avoid them. I've got an AD100 that has failed on me numerous times. Luckily I have access to the seals that fail so I've been able to keep it on the road but am getting tired of having to deal with it.
