Engine/Transmission (1998.5 - 2002) 99 won't go past 1400 rpm

As title says won't go past 1400RPM any ideas? No codes no engine light, starts fine Already new lift pump Edge disconnected . This is a friends truck and I'm a 3rd genner person. Thanks in advance

Change the fuel filter. Sounds like a water problem/bad fuel.

Ok I am having him check that along with fuel pressure after the filter at 1400 rpm. Any other ideas?
