FYI , Brake switch fixed it.
The reason I ordered the switch to try for some NorthWest to SouthEast trouble shooting...
There are 3 isolated sections to the switch:
One dedicated to lighting the brake lights.
Another section dedicated to the input to the CAB and PCM.
And the 3rd for the speed control, seems to remove power from the speed control servo.

For me, just the CAB section wasn't working, and it seems if the CAB doesn't see that switch, and the speed gets above 35 or so... some have reported 40... both the ABS and brake light comes on.

Posting the conclusion, so maybe it can help someone else with this freeky little problem.

yea, it is.. and cheap... some educated NorthWest to SouthEast trouble shooting is ok, with parts prices like this.. 10 and 20bux, I dont mind.
Would love to get the scanner Ozymandias recommended :

and

(putting the links here for myself, as much for others, so I can find them again - LOL)

but with the covid layoff, and still looking for full time work.. cant afford to add / invest in tools at that price right now.
Seems from further reading, Chrysler did away with the DRBIII (hence why trying to borrow one is a like finding hen's teeth). I guess hence why the Jeep scanner I bought for 200bux is giving me everything including the ABS signals and codes. Mainly got it to tweak the TPMS pressures, tire size, and center calibration of the steering wheel, but they do soo much more.
But the autoenginuity does do even more than them..

yea, I've done that too, but since this post will should stick in my mind compared to my piles of emails... and it's in my TDR folder, it should work / help. I should put it in my TDR folder in my HD... text file, that helps me too.

I'm getting to that age where I need a lot of reminders sprinkled around so I might trip over one of them when looking for something that I can't remember where I stashed it..
They say you know your having a good day, when you walk into a room and remember what/why you walked in there for. CRS...

Chrysler went from DRB III to Starscan to wiTech.
So yes, sadly many Workshops hardly remember the DRB.
There are Emulators out there to use wiTech on our old Trucks, todays Dealers do it that way.
