I'm looking at AutoEnginuity. They offer both PC and PDA software. If you get the PC software, it's only $60 to add the PDA software. I don't think there's any OBD2 software that allows you to permanently change parameters. Also, most don't offer extended data for Chrysler.

Supports 1996 and newer passenger vehicles, whether it be domestic, Asian, or European.
SAE interfaces: J1850 (PWM and VPM), ISO-9141-2, ISO-14230 [KWP2000], and CAN (optional). 1
Something we offer that the others don’t:
Bi-directional support. You have the ability to initiate system and component tests. 2
Reporting of Monitored System components. If a system test fails, now you can see the results from the failing component. 2
VIN reporting.
KWP2000 support and CAN (optional) support. 1
Support for the new extended sensor list (that's 79 sensors--not 32).
Wide-band O2 sensor support. 2
O2 sensor test results. See sample plots of what you are to expect.
Wireless (optional) and touch screen-enabled.
Most importantly—ALL THREE vehicle interfaces. This is a savings of hundreds of dollars over the competitors unit.
