Anyone fixed a rusty bumper?

I crawled under my truck a few minutes ago & noticed when I looked towards the rear of the truck there was a lot of rust on the bumper. It looks like I need to do something quickly as there are large areas all across the bumper. Has anyone taken their bumper off to deal with the rust? If so, how did you get it off? Was it difficult & what did you do to deal with the rust?
