I had a bad one for the fuel system and when I switched it and the horn relay around they both work fine (horn and fuel system).

I was probly just a bad connetion. The fact that it works when switch to the horn would be the same as testing it by hand. It also could be the contacts in the relay are dirty. That would make it intermitant. You could probly pry off the cover to clean them.

If I'am reading this right you are saying either the relay works or it dosen't. When you say pry off cover I'am assumeing the relay cover, Right?

Ron

yes relay cover to look at the contacts. A relay can be intermitant if the contacts are dirty or burnt. Not a big deal with a horn but not good with fuel pump.

I just changed my lift pump and know I'am wondering if it could have been the relay. The fuel pressure gauge would jump all over just like there was short, sometimes go dead and then sometimes work o. k.
