Unless the vehicle has 7500 miles on it,it has to be Ca certified. There will be a sticker on the engine and a certificate of origin that states it's legal to be registered in this state. Basically it boils down to the CARB sticker. Federal emissions requirements mandate testing 1 out of 10 (or is it 100?) new vehicles whereas California requires all of them (or at least a much higher percentage of all new vehicles). California spec and Federal emissions vehicles are identical other than the testing process and sticker.
They almost never have to test one for Federal, if they are identical to Cali vehicles. Basically, if they sell a certain percentage in Cali, they tell the Feds that they have tested whatever percentage, and that is good enough. So they get a free ride, and get to charge more for Cali vehicles. That's why they prefer a 50 state vehicle. Otherwise, they'd have to test for both Feds, and Cali.

I learned about the rear disc brakes coming out on the '01. 5s and bought my first truck that way. Learned about the later, 6th gear ratioed G56 here too. Thanks... Chris
