Well, I posted before, but I will try to detail my ideas better.

Here's your choices, as I see it:

1. Start holding owners responsible when something happens. No more $200 fines. Punishment should be the same as if you left a loaded firearm unattended, or worse.

(AGREE, maybe equal to drunk driving fines, as they are worse, lol. )

2. Ban any breed of dog weighing 40 lbs or more.

(Don't see that happening. )

3. Make the process of obtaining a 40+ lb dog a bigger pain in the butt. More paperwork, background checks, etc.

(Interesting)

I know my homeowners ins would have been higher with a bigger dog. That was one of the first questions they asked me. Is that a PA only thing?

Gene, I'm actually not sure. I have State Farm and have three dogs - 70 lbs, 75 lbs, and an 85 lb pup that will grow to 140-150. They had no problem with these and did not tack on any extra charges because of them but did ask specifically if I had a 'pit bull', 'pit bull terrier', 'bulldog terrier', and a few other names that I assume are street lingo for pit bull type breeds. If I did have a pit, they said they would not cover me at all. They didn't mention Rotts, so I assume they're still cover-able by State Farm...

If you have a big dog. I would think it would be a plus for insurance to have home security.

Especially when looking at the deterrence studies comparing dogs to alarm systems!
