I see there is a pulley available as a replacement for the tensioner. Looking at the replacement tensioner assemblies there looks to be a cover over where the bolt is. Does this just pop off? Or is the bolt head on the other side?

I would replace the whole unit, did mine last summer when I put in a new radiator and was surprised how much more tension the new one had compared to the old one as the internal spring does fatigue.
 
Looking at the link you posted only the Cummins tensioner appears to have a replaceable pulley, not the gates you posted. The OE tensioner has a bolt head not a cover.


That being said, I agree with the others. Don’t replace just the pulley, replace it all.
