What is being refered to is changing the brake fluid. There are a few ways to do it but the idea is to replace all the lod fluid with new fluid.



Brake fluid is hydroscopic (absorbs water) so the longer it's in the truck, the more moisture in the system. This will cause rust inside the lines, calipars, wheel cylinders and master cylinder.



It is a good idea to do every year or two depending on the environmental conditions in your area. The fluid usually discolors when is has moisture in it so if it isn't clear, time for a flush.
 
There are several good threads on this subject. To summerize, suck out all the old fluid from the reservoir and fill with new (Valvoline semi-synthetic is popular). Then bleed all four wheels starting with the one furthest from the reservoir. Be sure to keep the level of fluid in the reservoir full enough to prevent air from being introduced into the system.
