Bumper repair

I have deeply scratched my new painted bumper. What is used to fill the scratches before painting? It looks like this will be a recurring problem.

I don't know much about painting, but the bottle of touch up paint from hyundai for my wife's car says to add more paint every 5 minutes until you achieve the same thickness as the other paint.
