You’ve had to replace a CD Actuator?
Yes. The first one lasted about a year and the electronics shorted out against the case. I spoke to someone at CD, can’t remember their name, and they told me some of the early ones had this issue. They were very good to deal with and sent me a new one under warranty. As I stated before tho, neither one came with any tools or bits. When my original actuator failed, I also had to cut the lower left bolt to get the actuator off. Having the window to expose the bolt was not the best engineering design.
 
You might check out my discussions in Issues 114, 115. City provides high quality bolts--grade 12.9 (stockers are only 8.8) and they are also plated to be rust-resistant. Before cutting off the bolt head, I'd try rust penetrant and then drive a Torx bit into the rounded off hex recess, perhaps with an impact driver that you hit with a hammer and it turns as it is driven in harder.

In my case, this was the stock actuator, lower left hand bolt and yes, I soaked it with PB Blaster for two weeks. I still had to cut off the head with a
Dremel tool.
