Engine/Transmission (1998.5 - 2002) Coolant change and flush time

It's time again to do my '99'..... the last 3 times I had to hunt all around for 'low silicate' anti-freeze.

Now (after a search) everyone is talking HOAT... . is this just for newer Cummins?

Which should I use?????#@$%!
