Cruise control+crank sensor?

I have been having a terrible time getting the cruise control working. It was worked on for 8 hours at the Dodge shop and it now works up to about 1300 RPM and then drops out. Hit resume and it works until about 1300 and quits again. It wont work in 4th gear because by the time the MPH gets up to where it will work the RPM is to high, shift to 5th and it works fine until the dreaded 1300 Rpm comes around and sometimes it will goto 15/1600RPM but not often. Culd this be the crank sensor?
