I've disconnected the rod from the axle and when I move the lever up and down it moves soo freely that it makes me think the valve is broken. I want to remove it completely. Anybody have success doing this?

I'd just get a Smart Controller and a Pacbrake. For the first time, your truck will stop. Moving the lever up and installing 1-ton wheel cylinders help, but the Pacbrake works.

From what I have read, a lot of trucks never had one to start with. Mine did not. Just remove it and see how it drives.

That's what I was hoping I could do is just remove it. Thing is there's some brake line replacement(s) that would be needed and was thinking someone else had success doing more than what I'm doing currently. There has to be some line replacement and the part mentioned above might work. I'll give it a try and see. I wonder if the proportioning valve was part of the camping package and the fact that 98's had drum's. Thanks for the help.

When I removed rod, mine flopped around so I too thought it was not functioning. I pinned it up and it made a huge difference. With it pinned up and my Chevy 1 ton wheel cylinders, it will lock up the rears a little durrng hard stops in the rain. I still it like though.

I "believe" all the drum brake 2500s had the level sensing propotioning valve. The others may have a standard proportioning valve.

I had the same experience as JMcCoy. I just zip-tied the lever up and that was all it took.

The lever does move really freely--I thought the valve might be defective too. Just secure the lever and try driving it. It might save you a bunch of work removing the valve and replacing with brake hose.

We've replaced the brake line with the one mentioned above on several trucks. Works great, much better rear brakes. All you need is the hose.
