difference between 03 and 04 off road

what are the differences in these two? I was told the 04 off road is 2" taller than an 03 regular. IF they are different, can the 04 stuff be put on the 03 and lift it and what is involved?

The off road option includes anti-spin, off road tires, 4. 10s, "protection group" aka skid plates and tow hooks, fog lamps, slightly different shocks painted red, decals. Nothing said about different ride height.
