Minimum clearence or bolts!
I'm with DP, here! I would add that the holes should have minimum clearence, not way oversized for a sloppy fit with the bolts. If you match drill the bracket and frame together with a 1/2" bit for 1/2" bolts. IMHO that would be perfect! Bolts can be a little undersized by a few thousands and sometimes a 1/2" drill bit cuts a . 502" hole. There is all the clearence you need. I mounted the class-III hitch with 1/2" bolts and shoulder nuts on, match drilled through, the bottom flange of my 1st Gen Frame. I have had no issues in 17+years. A large clearence hole allows the two pieces, that are bolted, to act as a shear on the bolt through vibration or a catastrophic incident like a crash.
