I'm going to relocate my lift pump to the frame on my '99 2500, standard cab, 4X4. I know moving the fuel filter housing over helps when removing the old pump from the top. However, I was wondering if removing the left-front wheel and the plastic inner fender would give me a little more room to get my big paws in there.

What do "the experts" think; a waste of time or a help?

I just put a 2 step ladder in front of the truck and laid over the valve cover, it was not bad only 3 nuts on top and the in and out pipe, and electrical connector. After a few times, i could do it in 10 minutes.
It is sooooo worth moving it to the frame, but the stock pump is junk, it will be easy to change there, but you may want to think about an upgrade at a later date, so mount it accordingly.
Good luck.

I was able to do most of it from the top without removing a thing, and did some work from the bottom.

You don't need to remove the filter housing or the starter (per the FSM).

removing the plastic inner fender will not make any difference there is a metal one inside of it and it is part of the fender itself.

You should use a 7/16 ignition wrench on the nuts below the mounting plate to prevent them from backing out of the LP. I moved mine to the frame on my STD Cab about 3 years ago. I would suggest calling Vulcan in getting all the parts to install an Airtex on the frame if you are not running too much HP. I am at around 325/650 and idle at 20+, cruise at 16-17 and WOH is 11-12 with the Airtex. Vulcan can provide fittings for the old Carter for hose connections, so that you can carry it as an emgerency backup pump. Takes about 10 minutes to swap it once it is on the frame rail.

It's all in one kit now. :) Good call on the 7/16" wrench. Not too many suggest it and it has lead to more than one failed pump.

Keep on mind the Airtex pumps are basically a stock equivalent pump. Just made by someone other than Carter. So, if you plan on more power down the road, it is a great time to look at your options.
