How is the fuel pressure at the CP-3 and the rail? Low fuel pressure causes the ECU to recalc and stretch things out to compensate which may lead to other codes.
 
I'm not sure how to measure the fuel pressure that you refer to, but the Feeze Frame info from my scan tool says that the fuel pressure is 18635.8 at the time of the code trigger, which was at 71mph and 2009 RPM.
 
If that I in psi then it sounds relatively close for what you were doing. Are you capable of capturing load % at the same time?

Also have you crimped the boost reference hose with a small pair of vice grips to check for max boost and see if that would change anything? It is possible the diaphragm in the WG actuator is leaking and bleeding boost off.
 
The load % at the time of those other statistics was something like 41.7%, I think.

I have not crimped the boost reference hose. Is that the hose that goes into the WG actuator?
 
Yes, on the hose. I will have to check and see if that load percent is close to mine, seems in the ball park though.
 
I crimped the hose with a vise grips. Threw the same P0299 code while cruising at 70mph. The scan tool specs were as follows.

Run Time: 310 sec
Fuel pressure: 19936.8 psi
Fuel level: 100%
BARO (InHg): 28.6
ECU Volts: 14.75
Calc Load: 35.3%
ECT (F): 194.0
MAP (InHg): 39.3
Eng RPM: 2091
Veh Speed: 74mph
IAT (F): 91.4
 
Those numbers just don't look bad, roughly 5 lbs of boost at cruise. Maybe a little low as I think I run 7-8 lbs. It is relative to other things so hard to tell. It is possibly an indication the turbo is on its way out, or, maybe an ECU issue.

I hate to say it but buy a Smarty and the problem will likely disappear.

I see a turbo in the near future. I have a Edge CTS2 on its way already (should've been here today!). I hope it will be as effective at making the problem disappear?..
 
I don't know what the CTS does, the Smarty resets a lot of those parameters so they never bother anymore.

I agree with Cerb the numbers don't look bad I max at 32psi and 7-8 cruising as Cerb stated
