Have a 99 3/4 Ton 4wd 2500 5 spd with a electric brake controller in cab... when I step on foot brake, lever on controller does NOT move. . and I have no power on the rear trailer plug in for the elctric brake curcuit,,,when I puch the hand lever on the brake controller I still have no juice at the rear of the pickup for the brakes..... I have power going into the brake controller and when I push lever on controller I have power coming OUT of the controller on the wire labbeled trailer brakes... .

In the PDU I have a good 40 amp fuse/green thingy but am not sure how to test the 5 plug relay for the TRAILER TOW.....

Any help appreciated

Not knowing anything about your controller or why the lever is not moving this is what I get from your post. When you step on the brake you have no power to trailer. When you push the lever you have no power to trailer. When you push the lever you have power coming out of the back of controller on trailer brake wire but not at rear plug. If I have all this right my guess is your problem is the wiring between the controller and the rear trailer plug.

What brand and model of brake controller? Is it one of the old Kelsey-Hayes hydraulic-electric controllers in an aluminum case with a manual braking lever extended out of the front of the case?

The information you provided is not very clear and hard to understand. Can you provide more detail and clear description?

my vote is for the wiring from the controller to the rear plug. i had to trouble shoot mine when i got it. someone didnt need trailer brakes and cut or didnt reconnect the wires. depending on the brake controller it will give falt codes. example: not connected, ground short. if your break light switch fails to work you will not have trailer brakes but that doesnt seem to be it since the manual lever doesnt work.
