Last week I went in for my annual emissions test. While I was there, I asked the guy why diesels have to be tested every year when new cars get a four year pass and than get tested every other year.
He says that the government is trying to accumulate data on which trucks produce the most pollution and to determine which vehicles are being "modified" for increased horsepower etc. , with the ultimate goal being to crack down on the manufactures to limit the ability of third party modifications.
I don't know if this is really true, but it wouldn't surprise me.
