An exhaust brake closes a baffle in the exhaust pipe. This builds backpressure which helps to slow the truck down. An engine brake is a mechanical device which closes the exhaust valves and uses cylinder compression to help slow the truck. Someone else may know more. I hope Im somewhat correct about this.
