I've been seeing some higher than "normal" temps when pulling 7-8 ton and suspect my fan clutch to be malfunctioning. The Haynes manual says to spin the fan when the engine is warm, if there is resistance, then good. Well, I spun the fan (warm engine) and there's light resistance with and without the batteries grounded. When the engine is cold, the resistance is the same. Is my fan clutch bad?

If the fan doesn't coast after giving it a spin with the engine warm it most likely is ok. Batteries have nothing to do with it, the fan uses no power.

If you really want to verify it isn't working block off your radiator with cardboard and take it for a drive. When the fan kicks in it will sound like a jet taking off, there is no way to miss it.
