Hi Swinehart, welcome to the board. It doesn't take a lot of $$ to crank a 12V up to 400hp, however you will need to upgrade the auto to withstand it. If you mash on it much with 400hp under your right foot the transmission will die fast. Pretty much means doing a rebuild right, going DTT (Diesel Transmission Technology in BC), Goerend brothers (midwest), Source Automotive (Rip in Portland OR), ATS (Denver CO) or Suncoast (Florida) are the primary ones that come to mind.
On the engine side go with a cam plate (#10 at least with the Auto), injectors (370s will get you power easy but Dynomite DIesel Stage 3 or 4 will do it cleaner and cooler), and add a governor sprink kit (3000 RPM is plenty). Also will need air intake, turbo and exhaust upgrades. At 400hp there are some good singles that'll fill the bill, I'll let someone else chime in on that subject as others are more knowledgeable.
I've done some mods on my '98 lately, has Bosch 300 injectors with #10 plate and 3K gov spring kit, definitely woke it up. I'm pumping the power thru the stock-o-matic though, so far it's surviving (not for long I suspect). Next I need to get that stock 3" exhaust & cat off of there :-laf
