Hi,



I have a 99 and thought the fog lights had burned out as they worked when I first got the truck back in Dec, so I swapped them with new bulbs and nothing so I checked for power and I have power at both wires going to each fog light



do I have a short or a bad relay??

I may be mistaken but I think the fogs and headlights have power to them and it is the ground that is switched to complete the circuit. So maybe a short or a break in one of the ground wires that goes to them or switch.

I believe you are correct. IIRC, around '98 the circuits changed to ground switching.
 
I will have to tear into the dash this weekend but I should have a ground that is bad or does that mean the switch is bad, any other things I should be looking for?

Are you checking for power with the bulbs unplugged or backprobing with them plugged in? No ground and backprobing would give you a positive reading on both wires.

BarryG is correct as indicated above. I had a 99 with fog lights. More than likely your problem in in the light switch. The fog light part is a little add on to the back side of the headlight switch. Very fragile and breaks. IIRC I rewired the fog lights to a new switch rather than replace the headlight switch. bg
